Position	Anton Rychar is the head of Pre-trial Detention Centre 1 UFSIN in the Jewish Autonomous Oblast. Pavel Kushnir, a musician with an anti-war stance, was held in that facility from May 2024 until his death on 28 July 2025. He was charged with “public calls for terrorism” for his statements against the Russian authorities. During his imprisonment, he went on a dry hunger strike. According to witnesses’ testimonies, he lost approximately 10 kilograms and looked like “a skeleton”. Other sources stated that Kushnir was beaten in custody by his fellow inmates. A witness also saw a bruise on Kushnir’s face. Anton Rychar est le chef du centre de détention provisoire 1 UFSIN dans l’Oblast autonome juif. Pavel Kushnir, musicien opposé à la guerre, a été détenu dans ledit établissement de mai 2024 jusqu’à sa mort le 28 juillet 2025. Il a été accusé d’“appels publics au terrorisme” à cause de ses déclarations contre les autorités russes. Pendant son emprisonnement, il a mené une grève de la faim sèche. Selon des témoins, il avait perdu environ 10 kilos et ressemblait à “un squelette”. D’autres sources ont indiqué que Kushnir était battu en détention par les autres détenus. Un témoin a également constaté que le visage de Kushnir portait une trace de coup. Anton Rychar est responsable des conditions d’incarcération de Kushnir qui ont entraîné sa mort en raison d’un traitement médical insuffisant. Anton Rychar est donc responsable de graves violations des droits de l’homme et de graves atteintes à ces droits, ainsi que de la répression exercée contre la société civile et l’opposition démocratique.
