Sous sa direction, le groupe des 3 R a continué d'entraver le rétablissement de l'autorité de l'État dans les zones où il opère en imposant des systèmes illégaux de taxation, notamment sur les activités de transhumance et sur les voyages, et est impliqué dans l'exploitation illégale de l'or dans les préfectures de la Mambéré-Kadéï et de la Nana-Mambéré. En 2019, sous sa direction, le groupe des 3 R a commis ses premières violations de l'Accord de paix.
