Belgian Financial Sanctions,

Roskomnadzor is a Russian state agency responsible for communications, information technology and mass media. It has implemented the state policy of censorship towards independent media outlets. After the start of Russia’s war of aggression against Ukraine it significantly limited the access to information to the Russian society, favored a pro-war propaganda and introduced a war censorship to silence the anti-war dissent. It ordered Russian media outlets to use only the information and data provided by the official government sources when reporting about the war of aggression against Ukraine. It banned the use of words ‘invasion’ or ‘war’ and instructed to employ the term ‘special operation’ instead. It forbade reporting about numerous casualties among Russian military personnel and the civilian population of Ukraine. It warned the media against publishing an interview given by the President of Ukraine, Volodymyr Zelensky. It shut down websites that did not follow its orders, and requested the courts to punish non-complying media outlets. Furthermore, it blocked access to the Facebook and Twitter social media platforms in order to stop them from sharing information about the war.

Roskomnadzor est une agence étatique russe responsable des communications, des technologies de l’information et des médias de masse. Elle a mis en œuvre la politique étatique de censure à l’égard des médias indépendants. Après le début de la guerre d’agression menée par la Russie contre l’Ukraine, elle a considérablement limité l’accès de la société russe à l’information, a privilégié une propagande pro-guerre et a instauré une censure de guerre afin de museler les dissidents anti-guerre. Elle a ordonné aux médias russes d’utiliser uniquement les informations et données fournies par les sources gouvernementales officielles pour rendre compte de la guerre d’agression contre l’Ukraine. Elle a proscrit l’emploi des termes "invasion" et "guerre" et a donné l’ordre d’utiliser à la place le terme d’"opération spéciale". Elle a interdit de rendre compte des nombreuses victimes parmi le personnel militaire russe et la population civile ukrainienne. Elle a mis en garde les médias contre la publication d’un entretien donné par le président ukrainien Volodymyr Zelensky. Elle a fermé les sites internet qui ne suivaient pas ses ordres, et a demandé aux tribunaux de sanctionner les médias ne s’y conformant pas. En outre, elle a bloqué l’accès aux plateformes de médias sociaux que sont Facebook et Twitter afin de les empêcher de partager des informations sur la guerre. Par conséquent, elle est responsable du soutien matériel apporté aux actions qui ont compromis ou menacé l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine
