Michael Makuei Lueth

Michael Makuei Lueth has held the position of Minister for Information and Broadcasting since 2013 and continues to hold that position in the Transitional Government of National Unity. He was also the public spokesman for the government delegation to the Intergovernmental Authority on Development peace talks from 2014 to 2015 and from 2016 to 2018. Makuei has obstructed the political process in South Sudan, in particular by obstructing through inflammatory public statements the implementation of the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) of Aug 2015 (replaced in Sept 2018 by the “Revitalised ARCSS” (R-ARCSS)), by obstructing the work of the ARCSS Joint Monitoring and Evaluation Commission (JMEC, renamed “Reconstituted JMEC” under R-ARCSS) and by obstructing the establishment of the ARCSS Transitional Justice Institutions, which is also provided for in R-ARCSS. He has also obstructed the operations of the United Nations’ Regional Protection Force. Makuei is also responsible for serious violations of human rights, including restrictions on freedom of expression.

Michael Makuei Lueth exerce les fonctions de ministre de l'information et de la radiodiffusion depuis 2013 et continue d'occuper ce poste au sein du gouvernement de transition d'union nationale. Il a également été, de 2014 à 2015 et de 2016 à 2018, le porte-parole de la délégation gouvernementale pour les pourparlers de paix menés sous l'égide de l'Autorité intergouvernementale pour le développement. Makuei a entravé le processus politique au Soudan du Sud, notamment en faisant obstacle, par des déclarations publiques incendiaires, à la mise en œuvre de l'accord sur la résolution du conflit au Soudan du Sud (ARCSS) d'août 2015 [remplacé en septembre 2018 par “l'ARCSS revitalisé” (R-ARCSS)], en faisant obstacle aux travaux de la Commission mixte de suivi et d'évaluation de l'ARCSS — rebaptisée Commission mixte de suivi et d'évaluation reconstituée dans le cadre du R-ARCSS — et en faisant obstacle à la mise en place des institutions de justice transitionnelle prévues par l'ARCSS, dont la création est également prévue dans le R-ARCSS. Il a également fait obstacle aux opérations de la force de protection régionale des Nations unies. Makuei est également responsable de graves violations des droits de l'homme, y compris de restrictions de la liberté d'expression.
