Descriptions

President of the National Electoral Commission of Venezuela since 24 Aug 2023. Former Comptroller General (between 23 Oct 2018 and Aug 2023), and former First and Second Vice-President of the non-recognised National Constituent Assembly (ANC). His actions have undermined democracy and the rule of law in Venezuela, including by banning opposition members from holding public office for 15 years and leading the non-recognised ANC, signing the ‘law against hatred’, justifying the removal of a legally-elected opposition governor and banning Juan Guaidó from running for any public office.

Ancien contrôleur général (entre le 23 octobre 2018 et août 2023) et ancien premier et deuxième vice-président de l’Assemblée nationale constituante (ANC) non reconnue. Ses actions ont porté atteinte à la démocratie et à l’État de droit au Venezuela, y compris en ce qu’il a interdit aux membres de l’opposition d’exercer des fonctions publiques pendant quinze ans et a assuré la direction de l’ANC non reconnue, signé la “loi contre la haine”, justifié la destitution d’un gouverneur de l’opposition régulièrement élu et interdit à Juan Guaidó d’exercer toute fonction publique.
