Wilson Joseph (alias “Lanmo San Jou”) est le chef de 400 Mawozo, bande organisée active dans la région métropolitaine de Port-au-Prince, notamment dans la commune de Croix-des-Bouquets, et alliée de la coalition G-Pèp [voir document des Nations unies S/2023/674, section III A) 2.3)]. Wilson Joseph est responsable — directement ou indirectement, par les ordres qu’il a donnés aux membres de sa bande — d’atteintes aux droits humains et de crimes et délits, comprenant des attaques contre des personnes sans défense ayant entraîné la mort ou provoqué des blessures, des actes ayant perturbé ou entravé l’aide humanitaire (par exemple les services médicaux), des viols (y compris sur mineurs), l’enrôlement d’enfants, des vols, des pillages, la destruction de biens publics tels que des prisons et des postes de police, des enlèvements et le détournement de camions (voir document des Nations unies S/2023/674, annexe 4). Ces attaques ont entraîné de très nombreux déplacements internes. Joseph est également recherché par la Police nationale d’Haïti pour assassinat, tentative d’assassinat, vol de véhicules et enlèvement (voir document des Nations unies S/2023/674, annexe 20). Le 24 juillet 2022, un inspecteur de police de Croix-des-Bouquets a été tué et mutilé par des membres de 400 Mawozo (voir document des Nations unies S/2023/674, annexe 6). En février 2023, the Higgins Brothers Surgicenter for Hope, situé à Fonds Parisien, dans une zone contrôlée par la bande, a signalé que plusieurs chirurgiens, médecins et infirmiers avaient essuyé des tirs ou avaient été dévalisés ou enlevés au cours des deux dernières années alors qu’ils se rendaient sur leur lieu de travail (voir document des Nations unies S/2023/674, annexe 44). Joseph est également impliqué dans l’affaire très médiatisée des 17 missionnaires chrétiens étrangers et leur famille, dont 5 mineurs, enlevés en Haïti en octobre 2021 (voir document des Nations unies S/2023/674, annexe 32). La bande 400 Mawozo participe activement au trafic d’armes et de munitions (voir document des Nations unies S/2023/674, paragraphe 104). Plusieurs de ses membres connus pour se livrer à un tel trafic ont été arrêtés par la Police nationale d’Haïti, y compris à Malpasse le 26 avril 2022 et à Nippes, dans le sud-ouest du pays, le 14 mai 2022 (voir document des Nations unies S/2023/674, annexe 32). En mai 2022, trois ressortissants haïtiens et un citoyen américain ont été accusés de se livrer à un trafic d’armes à feu en vue de soutenir 400 Mawozo en Haïti (voir document des Nations unies S/2023/674, annexe 32).

Lanmo Sanjou, as leader of the gang 400 Mawozo, allegedly participated in the October 2021, kidnapping of 17 Christian Missionaries in Haiti, including five children, one as young as 8 months old. The hostages were allegedly held at gunpoint and most remained captive for 61 days. The gang demanded ransom payment for each of the victims.
