This sanctions program targets anyone involved with any process of the ICC to investigate or prosecute a protected person without the consent of that person's country of nationality. Protected persons, as defined in Executive Order 14203, include any US person, unless the US consents to ICC jurisdiction over this person or becomes party to the Rome Statute.
It was established in the context of the ICC issuing warrants for arrest of Israeli Prime Minister Benjamin Netanyahu and Former Minister of Defense Yoav Gallant for alleged crimes against humanity and war crimes.
