À ce titre, il a participé au développement d’outils de censure et de surveillance et participe au Sharif Opening Plan, un système d’accès à internet à plusieurs niveaux en Iran, qui instaure un accès différencié à internet entre les personnes en fonction de leur statut professionnel et social. Le CSC est également responsable de la coordination des restrictions d’accès à internet afin d’empêcher ou de réprimer les manifestations et de limiter l’accès à une information ouverte et libre. Dans le cadre de ses fonctions au sein du CSC, Rasoul Jalili viole les droits à la liberté d’information et à la liberté d’expression des personnes iraniennes.
