In 1979, he graduated from the Silesian University of Technology, obtained a PhD in technical sciences in 1987 and a post-doctorate degree in technical sciences in 1994. He specialises in digital signal processing. He is a professor at the Silesian University of Technology in Gliwice. Between 1990 and 2002, he served on the Gliwice City Council for three terms. Between 1993 and 2019, he was the President of the City of Gliwice. In 2015, he became the President of the Association of Polish Cities.
