Ilya Alekseevich PLESHKOV

As a senior investigator of the Investigation Department for the Moskovsky District of Saint-Petersburg, Ilya Pleshkov led the investigation on Oleg Belousov, a widower with a dependent adult son with a mental disability, on the politically motivated charge of spreading “false information” about the Russian armed forces. Oleg Belousov was arrested on 28 June 2022 for publishing anti-war material on the VK social media platform. Belousov was sentenced to five-and-a-half years in prison and given a four-year ban from posting material on telecommunication channels. Therefore, Ilya Pleshkov is responsible for serious violations of human rights, in particular the right to freedom of opinion and expression, and for the repression of civil society in Russia.

En tant qu’enquêteur principal de la police judiciaire du district Moskovsky de Saint-Pétersbourg, Ilya Pleshkov a dirigé l’enquête sur Oleg Belousov, un veuf ayant un fils adulte à charge souffrant d’un handicap mental, sur la base d’accusations motivées par des considérations politiques, selon lesquelles il aurait diffusé de “fausses informations” sur les forces armées russes. Oleg Belousov a été arrêté le 28 juin 2022 pour avoir publié du matériel anti-guerre sur la plateforme de médias sociaux VK. Belousov a été condamné à cinq ans et demi de prison et à une interdiction de quatre ans de publier du matériel sur les canaux de télécommunication. Ilya Pleshkov est donc responsable de graves violations des droits de l’homme, en particulier de la violation de la liberté d’opinion et d’expression, ainsi que de la répression de la société civile en Russie.
