Le XPCC est une organisation gouvernementale économique et paramilitaire de la XUAR, qui exerce l’autorité administrative dans le Xinjiang et y contrôle les activités économiques. En sa qualité de secrétaire de parti et de commissaire politique du XPCC, Wang Junzheng a participé à la supervision de toutes les politiques mises en œuvre par le XPCC. À ce titre, il a été responsable de graves violations des droits de l’homme en Chine, en particulier de détentions arbitraires et de traitements dégradants à grande échelle dont ont été victimes des Ouïgours et des personnes appartenant à d’autres minorités ethniques musulmanes, ainsi que de violations systématiques de leur liberté de religion ou de conviction, en lien, entre autres, avec la mise en œuvre, par le XPCC, d’un programme de surveillance, de détention et d’endoctrinement à grande échelle ciblant les Ouïgours et les personnes appartenant à d’autres minorités ethniques musulmanes. Il a également été responsable du travail forcé systématique, en particulier dans les champs de coton, d’Ouïgours et de personnes appartenant à d’autres minorités ethniques musulmanes, organisé par le XPCC. En sa qualité de secrétaire adjoint du comité du parti de la XUAR, Wang Junzheng a participé à la supervision de toutes les politiques sécuritaires mises en œuvre dans le Xinjiang, y compris du programme susmentionné ciblant les Ouïgours et les personnes appartenant à d’autres minorités ethniques musulmanes. En sa qualité de secrétaire du comité des affaires politiques et juridiques de la XUAR de février 2019 à septembre 2020, Wang Junzheng était responsable du maintien de la sécurité intérieure et de l’ordre dans la XUAR.
