Asaltante al Cuartel Moncada, expedicionario del Granma, combatiente del Ejército Rebelde, fue ascendido al grado de Comandante. Al triunfo de la Revolución, Segundo Jefe de La Cabaña, Jefe Militar en la región central, jefe de los órganos de la Seguridad del Estado. Fue Ministro del Interior, viceministro primero de las FAR, ayudante del Comandante en Jefe, vice primer ministro a cargo del Sector de la Construcción, ministro de la Informática y las Comunicaciones y vicepresidente de los Consejos de Estado y de Ministros. Es miembro fundador del Comité Central del Partido y de su Buró Político. Ha cumplido importantes misiones de carácter oficial, político y económico, como la búsqueda, ubicación, exhumación y traslado a Cuba de los restos del Che y sus compañeros en Bolivia. Es Héroe de la República de Cuba. Actualmente es Vice primer ministro.
