Vice primer ministro de la República de Cuba desde 2019. Fue Viceministro y Ministro de Comercio Exterior desde 1980 hasta el 2000. Ha representado a Cuba en la arena internacional, desempeñado altas responsabilidades en el terreno comercial y diplomático en diversas regiones del mundo. Fue designado Vicepresidente del Consejo de Ministros del 2008 hasta 2019 y Ministro de Economía y Planificación entre 2016 y 2018. Es Presidente por la parte cubana en las Comisiones Intergubernamentales para las relaciones económicas y financieras con diversos países. Fue miembro del Comité Central del Partido y es diputado a la Asamblea Nacional del Poder Popular. Propuesto precandidato a diputado en los plenos de las organizaciones de masas y estudiantiles.
