Born on 4 August 1971 in Częstochowa. In 1995, he graduated in history from the Faculty of Humanities of the Higher Teacher Education School in Częstochowa, and in 2001, he completed post-graduate studies in social welfare management and organisation at the University of Łódź. In 2014, he was awarded a doctoral degree in political sciences at the Cardinal Stefan Wyszyński University in Warsaw. In 1993-1997, he worked as a journalist and was also employed at the State Sanitary Inspection. In 1998, he was appointed Deputy Head of the Regional and Foreign Cooperation Department of the Częstochowa Regional Office. From 1999 to 2004, he headed the Częstochowa Branch of the Social Policy Department of the Śląskie Regional Office, supervising, among other things, debt reduction in public healthcare institutions. From 2004 to 2006, he was the Director of the Education Centre for Civil and Welfare Services in Częstochowa. In 2006-2009, he was the Director of the Silesian Centre for Public Health in Katowice, and in 2009, the Deputy Regional Inspector of the Trade Inspection in Katowice. Since 2009, he has worked at the Jan Dlugosz University in Częstochowa, most recently as an assistant professor. From 2010 to 2015, he worked as a chief specialist for programmes at the Municipal Social Welfare Centre in Częstochowa. From 2006 to 2009, he was the Deputy Chair of the Social Welfare Council affiliated with Minister for Labour and Social Policy, and from 2009 to 2013, he chaired the County Employment Council in Częstochowa. In 2006-2009 and 2014-2015, he was a member of the Śląskie Regional Assembly, and between 2006 and 2009, its Deputy Chair. Between 2010 and 2014, he served as a Councillor of the Częstochowa City Council. From 2009 to 2010, he was the Deputy Mayor of Częstochowa. In the 9th term Senate, he was the Deputy Chair of the Foreign Affairs and European Union Committee, and in the 10th term, the Deputy Chair of the Family, Senior and Social Policy Committee. He is the President of the Auxílio Venir Association of Social Work in Częstochowa and the Deputy President of the Polish Association of Social Workers. He is a public advocate of senior people's rights. He is a member of the “Solidarity” Independent Self-Governing Trade Union and of the Law and Justice party.
