Licenciado en Derecho ejerció como profesor en la Universidad de La Habana. En la UJC fue Primer Secretario en la Universidad de La Habana y Miembro del Buró Nacional en 1988. Cumplió Misión Internacionalista Militar en Angola. Ocupó diversos cargos, entre ellos, el de Embajador y Representante Permanente Alterno de Cuba ante las Naciones Unidas por más de 10 años. Desde 2009 ocupa el cargo de Ministro de Relaciones Exteriores. Miembro del Buró Político y Diputado a la Asamblea Nacional. Recibió la Medalla al Valor Calixto García, Por la Defensa de Cuito Cuanavale, Combatiente Internacionalista (Primera Clase), Por la Victoria Cuba–República Popular de Angola, la Distinción de Servicio Distinguido y la Medalla José Antonio Echeverría. Fue propuesto precandidato a diputado por los plenos de las organizaciones de masas y estudiantiles.
