The vessel name "Kum Jin Gang 2" is partially mentioned throughout the UN Panel of Experts reports without a corresponding IMO number. Annex 31 (a) (p. 191) of the March 2021 report as well as Table 3 (p. 37) and Annex 42 (p. 223) of the September 2023 explicitly state that there is no recorded IMO number for this vessel. A search on Equasis has not yielded any other use of this name besides for the IMO 8708684. Due to the Panel of Experts stating the lack of an IMO, it is possible that the investigations consider two different tankers with the name Kum Jin Gang 2, both involved in the procurement of refined petroleum on behalf of the DPRK.
