In 2022 and 2023, Dimicandum Invest Holding LTD provided transport and forwarding services to OJSC Belaruskali – which has been designated by the Union since 2022 – at a price nearly double the market rate. As financial director of Dimicandum, Svirydau signed documents confirming this deal, facilitating the undermining of the provisions set out in Council Regulation (EC) No 765/2006. It follows that by making funds or economic resources available, directly or indirectly, to or for the benefit of OJSC Belaruskali, Andrei Svirydau has significantly frustrated the prohibition against circumvention of Art. 2(2) of Council Regulation (EC) No 765/2006.
