It is the largest securities depository in Russia by market value of equity and debt securities held in custody and the only one which has access to the international financial system. It is recognised as a systemically important Russian financial institution by the Government and the Central Bank of Russia. It plays an essential role in the functioning of Russia’s financial system and its connection to the international financial system, thus directly and indirectly enabling the Russian Government in its activities, policies and resources. It is almost fully owned by Moscow Exchange, whose mission is to provide exhaustive access to the Russian financial markets. Moscow Exchange is in turn, through its role and shareholders, under a high degree of control of the Russian Government.
