`Organization:notes`	L’agence fédérale pour les affaires de la Communauté des États indépendants, les compatriotes vivant à l’étranger et la coopération humanitaire internationale (Rossotrudnichestvo) est un organisme exécutif fédéral chargé de fournir des services publics et de gérer des biens publics pour soutenir et développer les relations internationales entre la Fédération de Russie et les États membres de la Communauté des États indépendants et d’autres pays étrangers. Il s’agit de la principale agence d’État projetant le pouvoir d’influence et l’influence hybride du Kremlin, y compris la promotion du concept dit de “Russkiy Mir”. Depuis de nombreuses années, elle joue le rôle d’organisation regroupant un réseau de compatriotes et d’agents d’influence russes et finance divers projets de diplomatie publique et de propagande, consolidant les activités d’acteurs pro-russes et diffusant les récits du Kremlin, y compris le révisionnisme historique. La Rossotrudnichestvo organise activement des événements internationaux visant à faire en sorte que le grand public perçoive les territoires ukrainiens occupés comme étant russes. Le directeur et la directrice adjointe de la Rossotrudnichestvo ont clairement manifesté leur soutien à la guerre d’agression menée par la Russie contre l’Ukraine. La Rossotrudnichestvo a amplifié la propagande de la Russie en transformant ses “maisons russes” situées en Europe en points de chauffage où les Européens, théoriquement privés de chauffage faute de gaz, peuvent venir se réchauffer. La Rossotrudnichestvo est donc responsable des actions ou politiques qui compromettent ou menacent l’intégrité territoriale, la souveraineté et l’indépendance de l’Ukraine, ou la stabilité ou la sécurité en Ukraine, ou soutient ou met en œuvre de telles actions ou politiques. `LegalEntity:notes`	The Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo) is a federal executive body responsible for rendering state services and managing state property to support and develop international relations between the Russian Federation and the member-states of the Commonwealth of Independent States and other foreign countries. It is the main state agency projecting the Kremlin’s soft power and hybrid influence, including the promotion of the so-called “Russkiy Mir” concept. For many years it has been acting as an umbrella organisation for a network of Russian compatriots and agents of influence, and it funds various public diplomacy and propaganda projects, consolidating the activities of pro-Russian players and disseminating the Kremlin’s narratives, including historical revisionism. Rossotrudnichestvo actively organizes international events aimed at consolidating a wider public perception of the occupied Ukrainian territories as Russian. The Head and Deputy Head of Rossotrudnichestvo have clearly manifested their support to the Russian war of aggression against Ukraine. Rossotrudnichestvo amplified Russia’s propaganda by transforming its “Russian houses” in Europe into heat points where Europeans, theoretically deprived of heating for lack of gas, could come and warm up. Therefore, Rossotrudnichestvo is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.
