The shareholder of JSC “Voskresensky Aggregation Factory” is JSC Concern VKO Almaz-Antey (listed entity under Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine and Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine), a Russian state-owned arms manufacturer that develops anti-aircraft defence and cruise missile systems for the Russian military. Thus, JSC “Voskresensky Aggregation Factory” is one of the most important air defence missile system manufacturers in the Russian Federation. Russia uses weapons from JSC “Voskresensky Aggregation Factory” in Ukraine, including in attacks on civilian targets. As the General Director, Sychugov has been the main decision-maker since September 2018. Therefore, he is responsible for the use in Ukraine of weapons manufactured by JSC “Voskresensky Aggregation Factory”. Therefore, Aleksandr Sychugov, as the General Director of JSC “Voskresensky Aggregation Factory”, is responsible for actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.
