Gubarev was responsible for recruiting people for armed forces of separatists. Responsible for taking over the regional government building in Donetsk with pro-Russian forces and proclaimed himself the “People’s governor”. According to his own statement, he fought in the Russian Armed Forces near Kyiv in March 2022.
