Annex 31 (a) (p. 191) of the March 2021 report as well as Table 3 (p. 37) and Annex 42 (p. 223) of the September 2023 explicitly state that there is no recorded IMO number for this vessel. A search on Equasis has not yielded any other use of this name besides for the IMO 8708684.
