Persons and entities subject to targeted financial sanctions under Hong Kong's regulations implementing UN Security Council sanctions
Hong Kong gives effect to UN Security Council sanctions through regulations made under the United Nations Sanctions Ordinance (Cap. 537), one regulation per UN regime. The Commerce and Economic Development Bureau publishes the persons and entities subject to targeted financial sanctions under those regulations as one XML file per regime, covering Afghanistan, the Central African Republic, the Democratic Republic of the Congo, North Korea, Haiti, ISIL (Da'esh) and Al-Qaida, Libya, Somalia, South Sudan, Sudan and Yemen. Banks and other institutions supervised by the Hong Kong Monetary Authority commonly screen against these lists.
Each file is a snapshot of the corresponding part of the UN Security Council consolidated list, in the UN's own format. The snapshots are refreshed irregularly and can lag the UN list by months or years, so recent UN designations may be missing. The Libya file only covers asset-freeze listings and omits people and entities designated under the travel ban alone. No files are published for the Iran, Iraq or Guinea-Bissau regimes.
