L’institut Iranian Composites Institute (ICI, également connu sous le nom de Composite Institute of Iran; Composites Research Laboratory (CRL)] aide des entités désignées à enfreindre les dispositions des Nations unies et les sanctions de l’UE à l’encontre de l’Iran et soutient directement les activités nucléaires de l’Iran posant un risque de prolifération. Dès 2011, l’ICI avait signé un contrat de fourniture de rotors de centrifugeuses IR-2M à la société Iran Centrifuge Technology Company (TESA), désignée par l’UE.
