Lin Zhongheng is a Chinese businessperson. He controls and represents Shenzhen Biguang Trading Co. Ltd, a provider of technological hardware based in the People’s Republic of China. Shenzhen Biguang Trading Co. Ltd repeatedly transferred goods of Union origin to Russia while those goods were subject to Union export restrictions under Regulation (EU) No 833/2014. Lin Zhongheng therefore facilitated infringements of the prohibition against circumvention of the Union restrictive measures regime imposed on the Russian Federation and thus additionally significantly frustrated existing provisions of Union restrictive measures.
