Senator of the 4 th, 7 th, 8 th, 9 th and 10 th term Senate Deputy to the Sejm of the 5 th term He was born on 21 February 1958 in Sierakowice. In 1982, he graduated from the Faculty of Transport Economics of the University of Gdańsk, and in 1985 – history at the Faculty of Humanities of that university. In 1996, he completed Higher Defence Training at the General Staff Academy. In the years 1984-1990, he worked as a teacher in Economic Upper Secondary School in Żukowo. Between 1996 and 1997, he was an academic staff member at the Research Institute of Market Economy in Gdańsk and the President of the Vocational Education Academy in Gdańsk. In the years 1997-2001, he sat on the editorial board of ‘Pomorski Przegląd Gospodarczy’, and between 1998 and 2005, board of ‘Pomerania’ monthly. In the years 2001-2002, he was the Director of the Maritime Office in Słupsk. In 2002, he had a sole proprietorship business. Between 2002 and 2005, he acted as the Director of the Regional Research Centre at the Wyższa Hanzeatycka Szkoła Zarządzania (Hanseatic University of Management) in Słupsk. In 1990-1993, he was the Mayor of Łeba, and in 1993-1996, the Voivode of Słupsk. Between 2002 and 2005, he was a Councillor of the Sejmik of Pomorskie Voivodeship. From 2005, he has chaired the Voivodeship Employment Council in Gdańsk. In the 5 th term Sejm, he served as the Deputy Chairman of the National and Ethnic Minorities Committee. In the 4 th term Senate, he served as the Chairman of the National Economy Committee. In the 7 th term Senate, he was the Chairman of the Budget and Public Finance Committee and the ‘Friendly State’ Subcommittee. In the 8 th term Senate, he once again chaired the Budget and Public Finance Committee. In the 7 th and 8 th term Senate, he served as the Deputy Chairman of the Delegation of the Sejm and Senate of the Republic of Poland to the Parliamentary Assembly of the Organisation for Security and Cooperation in Europe. In the Senate of the 9 th term, he was the Deputy Chairman of the Budget and Public Finance Committee. He is the founder and Chairman of the Kashubian Parliamentary Team, operating in the 7 th, 8 th, 9 th and 10 th term. In the 9 th term Senate, he was also the Chairman of the Senate Team for Cooperation with Central Asia and a member of the Parliamentary Team for Offshore Wind Energy. In the years 2002-2007, he sat on the Council of Founders of the Kashubian Folk University in Wieżyca, and between 2007 and 2010, on the Council of the Kujawsko-Pomorska Economic Foundation ‘Pro Europa’. In 1990-2004, he served as the Vice-President of the Management Board of the Kashubian-Pomeranian Association, and is a member of its General Council. He is a member of the association ‘Kolping Family’ and the Cardinal Ignacy Jeż Association. Member of the Civic Platform party of Poland, he holds the function of Vice-President of the Board of this party for the Pomorskie region.
