This individual might be subject to an indirect recommendation for designation by the UN Panel of Experts in Paragraph 161 (p. 56) of the February 2016 report. In this paragraph, the panel updates the information on Ocean Maritime Management (OMM; KPe.20)-associated entities, individuals and vessels that was established in the February 2015 report. In Paragraph 166 (p. 64) of the February 2015 report, "the Panel recommends that the Committee designate the entities and individuals that have worked on behalf of or at the direction of OMM and/or assisted the evasion of sanctions or violated the relevant resolutions". It is unclear if the update in Paragraph 161 (p. 56) of the February 2016 report therefore recommends the entities, individuals and vessels for designations retroactively.
