Annex 84 (p. 352) of the UN Panel of Experts March 2022 report describes the ID type of 654333308 in Vietnamese as "hộ chiếu nước ngoài", which translates to foreign passport. Paragraph 89 (p. 42) of the UN Panel of Experts March 2019 report describes the visa process of the technicians from the DPRK. Footnote 93 makes a reference to Paragraphs 125-127 (p. 48f.) of the March 2019 report, which mentions the technicians' affiliation with the Academy of National Defence Science while not referencing these individuals by name.
