Annex 40 (p. 201) of the UN Panel of Experts September 2023 report does not specify the exact relationship between Weihai Hairun Shipping and the "Hui Yi" (IMO: 8358697). A search on Equasis shows Weihai Hairun Shipping to be the former Ship manager/Commercial manager from January 2006 to February 2023, when the vessel was transferred to the DPRK fleet and renamed to "Kum Gang 1".
