DescriptionDuring the period of the G7 and EU oil embargo and the price-cap policy on russian crude oil/petroleum products, the tanker was involved in the export of russian crude oil/petroleum products from russian ports in the Black Sea, including the use of high-risk shipping practices such as ship-to-ship (STS) transfers near European countries. After departing from the Taman crude oil/petroleum products transshipment complex, vessel IMO 9315757 conducted an STS transfer of russian cargo near Greece on August 9, 2024, to tanker IMO 9247443. The tanker IMO 9247443, which lacks proper insurance from the International Group of P&I Clubs, has since July 2024 operated as a floating transshipment hub for russian cargo in the waters near Greece and Cyprus, performing STS transfers with other tankers that were primarily loaded in the russian ports of Tuapse, Novorossiysk, and the Taman transshipment complex. Since May 2025, tanker IMO 9247443 has been under sanctions. In January and February 2023, the vessel transported russian oil products to Gibraltar and Turkey from the russian port of Tuapse, where the production complex of the sanctioned PJSC Rosneft Oil Company (ПАО "НК "Роснефть"") – Tuapse Oil Refinery with a marine terminal – is located. The consignor of the cargo was the sanctioned russian PJSC Rosneft Oil Company (ПАО "НК "Роснефть""), and the consignees were the sanctioned company Bellatrix Energy Limited and GMS Trading Middle East DMCC. In January 2024, the vessel transported russian oil products to Turkey from the russian port of Tuapse on behalf of Apexis Energy FZE, which was also the consignor of the cargo.[sources]
