The list designates entities outside China that warrant heightened scrutiny in export transactions, typically due to concerns about end-use in foreign military or dual-use programmes. Entities on the watch list may not use general export licences; exporters must submit a dedicated risk assessment report to MOFCOM before any dual-use item can be shipped to them.
