Alexey Dyumin has been Governor of the Tula Oblast since 2016. Previously, he led the Russian military’s Special Operations Forces, overseeing the annexation of Crimea in 2014.
In the context of Russia’s war of aggression against Ukraine, he has personally overseen the mobilisation of soldiers in the Tula Oblast, has been involved with the launch of a drone training school for operatives undertaking missions in Ukraine, and has put in place support measures for the production of unmanned aerial vehicles in the defence industry in the Tula Oblast.
In taking on and acting in this capacity, he is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine.
