The Gorchakov Fund is designed to support Russian compatriots in the post-Soviet space in line with the Kremlin’s ideological objectives. Projects organised by the Gorchakov Fund have been important elements of Russia’s foreign policy discourse. In 2015, the Government of Ukraine closed the Office of the Gorchakov Public Diplomacy Fund in Kyiv because of anti-state propaganda. Organization:notes | Le fonds Alexander Gorchakov pour la diplomatie publique a été mis en place en 2010 par le président russe Dmitri Medvedev. Le fondateur du fonds était le ministère russe des affaires étrangères, et l’actuel ministre des affaires étrangères en est le directeur du conseil d’administration. Le ministère finance les travaux du fonds Gorchakov qui, à son tour, octroie des fonds à des groupes de réflexions et à des organisations non gouvernementales organisées par les gouvernements. Le fonds Gorchakov a été conçu pour soutenir les compatriotes russes dans l’espace post-soviétique, conformément aux objectifs idéologiques du Kremlin. Les projets organisés par le fonds Gorchakov ont constitué d’importants éléments du discours de la Russie en matière de politique étrangère. En 2015, le gouvernement ukrainien a fermé le bureau du fonds Alexander Gorchakov pour la diplomatie publique à Kiev en raison de la propagande anti-étatique.
