In 2015, the Government of Ukraine closed the Office of the Gorchakov Public Diplomacy Fund in Kyiv because of anti-state propaganda.

Le fonds Alexander Gorchakov pour la diplomatie publique a été mis en place en 2010 par le président russe Dmitri Medvedev. Le fondateur du fonds était le ministère russe des affaires étrangères, et l’actuel ministre des affaires étrangères en est le directeur du conseil d’administration. Le ministère finance les travaux du fonds Gorchakov qui, à son tour, octroie des fonds à des groupes de réflexions et à des organisations non gouvernementales organisées par les gouvernements. En 2015, le gouvernement ukrainien a fermé le bureau du fonds Alexander Gorchakov pour la diplomatie publique à Kiev en raison de la propagande anti-étatique. Dès lors, le fonds Alexander Gorchakov pour la diplomatie publique est responsable de soutenir activement le gouvernement de la Fédération de Russie, qui est responsable de l’annexion de la Crimée et de la déstabilisation de l’Ukraine, et il tire avantage de ce gouvernement.
