The vessel is owned by the sanctioned russian shipping company M Leasing LLC. In May 2022, USA imposed sanctions on the company's vessels, including Angara, that transported weapons. In June 2024, EU imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector of russia to wage war in Ukraine. In July 2024, UK imposed sanctions on a vessel in connection with the transportation of military cargo from a third country to russia or to territories not controlled by the government of Ukraine. On October 17, 2024, Switzerland imposed sanctions on the vessel in connection with the transportation of goods and technologies used in the defense and security sector, as well as for use in russia or for the war in Ukraine. Also, on April 2, 2024, the Republic of Korea imposed sanctions on the vessel for transporting weapons to russia and the DPRK in violation of UN Security Council sanctions.
