William Amuri YAKUTUMBA abuse régulièrement de son pouvoir en tant que dirigeant militaire de la milice MAÏ-MAÏ YAKUTUMBA afin de compromettre la paix et la sécurité de la RDC, notamment en se livrant au commerce illicite et à l'exploitation de ressources naturelles, et en commettant des violations des droits humains dans le pays, notamment des viols, des viols à grande échelle et d'autres formes de violence sexuelle et fondée sur le genre. Il a planifié ou participé à la planification de plusieurs attaques sur le territoire de la RDC, dans les provinces du Sud-Kivu et du Nord-Kivu. Depuis 2021, la coalition MAÏ-MAÏ se livre à des affrontements avec le groupe armé Twigwaneho, attaquant des civils Banyamulenge. Plusieurs attaques lancées en octobre 2021 dans des villages situés aux alentours de Bibokoboko ont provoqué la mort d'une trentaine de civils Banyamulenge, dont des femmes et des enfants, et entraîné des déplacements massifs. En 2021, la milice MAÏ-MAÏ YAKUTUMBA a pris le contrôle des mines d'or de Makungu, Kuwa et Mitondo, situées à proximité de la ville de Misisi, ainsi que de la production et du commerce de l'or qui en provenait. En février 2023, William Amuri YAKUTUMBA a été démis de ses fonctions à la tête de la Coalition nationale du peuple pour la souveraineté du Congo en raison d'un désaccord avec la direction politique de la Coalition concernant sa décision unilatérale de se rendre au Nord-Kivu pour y combattre le M23.
