Military intelligence agencies subject to strict licensing requirements under the US Export Administration Regulations
Section 744.22 of the U.S. Export Administration Regulations (EAR) prohibits exporting, reexporting, or transferring items subject to the EAR without a license from the Bureau of Industry and Security (BIS) when they are intended for a military-intelligence end use or end user in Belarus, Burma, Cambodia, China, Russia, Venezuela, or a country in Country Groups E:1 or E:2. License applications are reviewed with a presumption of denial, and U.S. persons are separately restricted from supporting these end users even for items not subject to the EAR (§ 744.6(b)(5)).
This dataset covers the military intelligence organizations named in paragraph (f)(2) of the regulation. Unlike the Entity List or the Military End-User (MEU) List, these organizations are named in the regulation text itself rather than on a published screening list, so they do not appear in the Consolidated Screening List.
Note: For the countries named above, the regulation identifies these organizations as examples, and any organization meeting the functional definition of a military-intelligence end user is covered. For all other countries, the named organizations are an exhaustive listing.
