Names military intelligence organizations to which exports, reexports, and in-country transfers of items subject to the Export Administration Regulations require a license from the Bureau of Industry and Security, reviewed with a presumption of denial. U.S. persons are separately restricted from supporting these end users. For Belarus, Burma, Cambodia, China, Russia, Venezuela, and countries in Country Groups E:1 and E:2 the named organizations are illustrative and any military-intelligence end user is covered; for all other countries the listing is exhaustive.
