Sergey Mikhailov is the Director General of the News Agency TASS – the largest Russian news agency, which disseminates through its massive network of foreign representations (70 offices in the Commonwealth of Independent States and 68 bureaus around the world) distorted information on Ukraine, serving the interests of the political leadership of the Russian Federation. President Vladimir Putin has awarded him with the Order of Friendship. Sergey Mikhailov is included in the personnel reserve of the President of Russia. He is therefore supporting actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine.

Сергей Михайлов является генеральным директором Информационного агентства ТАСС – крупнейшего российского информационного агентства, через свою разветвленную сеть иностранных представительств (70 представительств в СНГ и 68 бюро по всему миру) распространяет искаженную информацию об Украине. Президент Владимир Путин наградил его орденом Дружбы. Сергей Михайлов причислен к кадровому резерву президента России. Поэтому он поддерживает действия или политику, которая подрывает или угрожает территориальной целостности, суверенитету и независимости Украины, а также стабильности и безопасности в Украине.

ReasonDesignated for the purposes of an asset freeze and a travel ban under the Russia (Sanctions) (EU Exit) Regulations 2019. The designation is made as a designation by name under the urgent procedure. The relevant provision by reference to which the Minister considers that condition B is met is the European Union’s Council Decision 2014/145/CFSP (as amended) concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and Council Regulation (EU) No 269/2014. The purposes of this provision correspond or are similar to the purposes of the UK’s Russia (Sanctions) (EU Exit) Regulations 2019, which have as their purposes to encourage Russia to cease actions destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
