LLC ‘Leading Charter Technologies’ is a Russian company operating as a private air transportation company. It charters aircraft to land in, take off from and overfly the territory of the European Union. LLC ‘Leading Charter Technologies’ operates flights from Russia to the European Union and from the European Union to Russia in such a way as to circumvent the restrictive measures set out in the provisions of Regulation (EU) No 833/2014 by making a stopover in countries such as Azerbaijan, Armenia and Turkey while in the meantime re-registering flight documentation by changing the passenger details of the flight and by cancelling airports in the Russian Federation from the flight plans. Therefore, LLC ‘Leading Charter Technologies’ significantly frustrates provisions set out in Regulation (EU) No 833/2014.

Elle affrète des aéronefs pour atterrir sur le territoire de l'Union européenne, en décoller ou le survoler. La LLC “Leading Charter Technologies” exploite des vols en provenance de la Russie à destination de l'Union européenne et en provenance de l'Union européenne à destination de la Russie d'une manière qui contourne les mesures restrictives prévues dans les dispositions du règlement (UE) no 833/2014 en effectuant une escale dans des pays tels que l'Azerbaïdjan, l'Arménie et la Turquie alors que, dans l'intervalle, les documents de vol sont réenregistrés en modifiant les données relatives aux passagers du vol et en supprimant les aéroports de la Fédération de Russie des plans de vol.
