In his position as the Deputy Head of the Frunzensky District Police Department of Minsk Aliaksandr Zakhvitsevich supervises public security police and is responsible for the inhumane and degrading treatment, including torture, inflicted on citizens detained in the Frunzenskiy District in the wake of the 2020 presidential election and for the general brutal crackdown on peaceful protesters in this district. Officers under Zakhvitsevich's supervision used torture against detainees. He is therefore responsible for serious violations of human rights and the repression of civil society and democratic opposition.

En tant qu’adjoint du chef de l’administration du département des affaires intérieures du district Frunzensky à Minsk, Aliaksandr Zakhvitsevitch supervise la police de sécurité publique et il est responsable des traitements inhumains et dégradants, y compris de torture, infligés sur les citoyens détenus dans le district Frunzensky à la suite de l’élection présidentielle de 2020 et à l’occasion de la répression généralisée qui s’est brutalement abattue sur les manifestants pacifiques dans ce district. Des agents sous la supervision de Zakhvitsevitch ont eu recours à la torture contre des détenus. Il est donc responsable de graves violations des droits de l’homme ainsi que de la répression de la société civile et de l’opposition démocratique.
