Andrey Ryumin the executive director of Rosseti PJSC, a company controlled by the Russian state, which is an operator of energy grids, provides technological connection services, electricity transmission and distribution services in Russia.

Rosseti PJSC constructed “The “Port” substation, which provides railway traction of the Crimean Bridge, and feeds the dry cargo part of the Taman sea port, as well as highways, in particular, the M25 Novorossiysk-Kerch Strait highway.

It also shows that he is one of the leading business persons involved in the economic sector, which provides a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine.

On 24 Feb 2022, Ryumin attended a meeting of oligarchs at the Kremlin with Vladimir Putin to discuss the impact of the course of action in the wake of Western sanctions. The fact that he was invited to attend that meeting shows that he is a member of the inner circle of oligarchs close to Vladimir Putin and that he is supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine.
