Swiss SECO Sanctions/Embargoes,

In his position as Head of the District Police Department in Molodechno, he is responsible for the repression and intimidation campaign led by the local police force under his command in the wake of the 2020 presidential election, in particular with arbitrary arrests and ill-treatment, including torture, of peaceful demonstrators as well as intimidation and violence against journalists. According to witnesses, he personally supervised beatings of unlawfully detained protesters. He also made numerous derogatory statements about the protesters to the media.

En tant que chef du département de police du district de Molodechno, il est responsable de la campagne de répression et d'intimidation menée par les forces de police locales sous son commandement à la suite de l'élection présidentielle de 2020, qui a notamment comporté des arrestations arbitraires et des mauvais traitements, y compris la torture, de manifestants pacifiques, ainsi que des intimidations et des violences à l'encontre de journalistes. Selon des témoins, il a personnellement supervisé le passage à tabac de manifestants illégalement détenus. Il a en outre fait de nombreuses déclarations malveillantes sur les manifestants dans les médias.
