The Foundation for the Support and Protection of the Rights of Compatriots Living Abroad is founded and financed by the Russian Federation with the aim of fulfilling the foreign policy goals of the Russian Government. It represents a unique structure of Russia’s “soft power”, which plays an important supporting role in implementing the Russian Government politics of division.

La Fondation de soutien et de protection des droits des compatriotes vivant à l’étranger est fondée et financée par la Fédération de Russie dans le but d’atteindre les objectifs de politique étrangère du gouvernement russe. Elle représente une structure unique du "pouvoir d’influence" de la Russie qui joue un rôle de soutien important dans la mise en œuvre de la politique de division du gouvernement russe. Les évaluations analytiques des experts de la Fondation sont utilisées pour confirmer les principaux messages de propagande du Kremlin, y compris le néonazisme et la xénophobie qu’encourageraient les autorités ukrainiennes.
