Descriptions

Director of the Special Action Forces (Fuerzas de Acciones Especiales (FAES)) since 6 May 2019. Former Chief Commissioner of the FAES in Táchira State. Additionally, José Miguel Domínguez Ramírez was the Director of Operations of the FAES, which fall within Venezuela’s Bolivarian National Police. Responsible for serious human rights violations and repressing of civil society and democratic opposition in Venezuela committed by FAES officials under his authority. The FAES are known for extrajudicial killings and their violent role in suppressing dissent from Maduro’s political opponents, the opposition, and protesters, which is why the United Nations High Commissioner for Human Rights Michelle Bachelet has demanded the dissolution of the FAES. Moreover, previously, Domínguez Ramírez was a member of the Venezuelan security team that opened fire on unarmed student protestors on 12 Feb 2014, resulting in the death of at least one of the students, Bassil Da Costa.

José Miguel Domínguez Ramírez était également le directeur des opérations des FAES, qui relèvent de la police nationale bolivarienne du Venezuela. Responsable de violations graves des droits de l'homme et de la répression de la société civile et de l'opposition démocratique vénézuéliennes commises par des membres des FAES placés sous son autorité. Les FAES sont connues pour avoir procédé à des exécutions extrajudiciaires et pour leur rôle violent dans la répression de la contestation menée par les opposants politiques au président Maduro, l'opposition et les manifestants, raison pour laquelle Michelle Bachelet, la Haute-Commissaire des Nations unies aux droits de l'homme, a demandé la dissolution des FAES. De plus, par le passé, M. Domínguez Ramírez a fait partie de l'équipe des forces de sécurité qui a ouvert le feu sur des étudiants non armés lors d'une manifestation le 12 février 2014, entraînant la mort d'au moins l'un des étudiants, Bassil Da Costa.
