Denis Chernobay is the Chairman of the so-called “Donetsk People Republic” branch of the All-Russian public-state movement of children and youth “Movement of the First”, an entity listed by the Union. In his position, Denis Chernobay has been actively engaged in organising educational activities aimed at the militarisation of education and promoting Russian Federation propaganda in the illegally occupied region of Ukraine of Donetsk. In his position, he has also provided support to the Russian military in the illegally occupied territories of Ukraine. Therefore, Denis Chernobay is supporting actions which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, and stability and security in Ukraine.

Denis Chernobay est le président de la soi-disant "branche de la République populaire de Donetsk" du mouvement panrusse social d'État des enfants et des jeunes "Le mouvement des premiers" ("Movement of the First"), une entité inscrite sur la liste de l'Union. Dans le cadre de ses fonctions, Denis Chernobay participe activement à l'organisation d'activités éducatives visant à militariser l'éducation et à promouvoir la propagande de la Fédération de Russie dans la région ukrainienne de Donetsk illégalement occupée. Dans le cadre de ses fonctions, il apporte également un soutien à l'armée russe dans les territoires ukrainiens illégalement occupés.
