Dmitryi Vladimirovich KHOLIN

Mr. Kholin is a member of the Samara Provincial Duma, where he serves as the Chairman of the Regulations Committee. From 2020 to 2021 he was the head of the Executive Committee of the Samara Regional Branch of the Kremlin-aligned ruling party “United Russia”. He is also a member of the Samara Regional Branch of the all-Russian public organization “Combat Brotherhood” (organization for veterans). Through his social media channels, public interviews and lectures, Mr. Kholin openly justifies, defends and supports the Russian aggression against Ukraine. He communicates openly about being a staunch supporter of President Putin, leading to a pattern of systematic public incitement to support Russia’s military operations. Specifically, Mr. Kholin plays a pivotal role in disseminating the pro-Russian narrative amongst young people and young army cadets. This makes him responsible for spreading pro-Russian propaganda and disinformation regarding the war against Ukraine, as well as playing an active role in rallying domestic support for the Russian military campaign. Based on these actions, Mr. Kholin is responsible for supporting actions or policies which undermine the territorial integrity, sovereignty and independence of Ukraine.

M. Kholin est membre de la Douma provinciale de Samara, où il exerce la fonction de président de la commission de la réglementation. De 2020 à 2021, il a été à la tête du comité exécutif de la section régionale de Samara du parti au pouvoir "Russie unie", qui suit la ligne du Kremlin. Il est également membre de la section régionale de Samara de l'organisation publique panrusse "Combat Brotherhood" (organisation de vétérans). Par l'intermédiaire de ses réseaux sociaux et de ses entretiens et conférences publics, M. Kholin justifie, défend et soutient ouvertement l'agression russe contre l'Ukraine. Il déclare ouvertement être un fervent partisan du président Poutine, créant ainsi une tendance à l'incitation publique systématique à soutenir les opérations militaires de la Russie. En particulier, M. Kholin joue un rôle central dans la diffusion du discours pro-russe auprès des jeunes et des jeunes cadets de l'armée. Il est donc responsable de la diffusion de la propagande et de la désinformation pro-russes concernant la guerre contre l'Ukraine, et joue un rôle actif dans la mobilisation du soutien interne à la campagne militaire russe. Compte tenu de ces actions, M. Kholin est responsable de soutenir des actions ou des politiques compromettant l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine.
