His actions and policies as General Commander of the Bolivarian National Guard, including the Bolivarian National Guard assaulting members of the democratically elected National Assembly and intimidating journalists reporting on the fraudulent elections for the illegitimate Constituent Assembly, have undermined democracy and the rule of law in Venezuela.

Impliqué dans la répression de la société civile et de l’opposition démocratique au Venezuela, et responsable de graves violations des droits de l’homme commises sous son commandement par la Garde nationale bolivarienne, y compris l’usage excessif de la force, la détention arbitraire de membres de la société civile et de l’opposition ainsi que les mauvais traitements dont ils ont fait l’objet. Ses actions et initiatives en tant que commandant en chef de la Garde nationale bolivarienne, qui s’est notamment rendue coupable d’agressions contre des membres de l’Assemblée nationale élue démocratiquement et d’intimidations à l’égard de journalistes ayant fait état de fraudes dans le cadre de l’élection de l’Assemblée constituante illégitime, ont porté atteinte à la démocratie et à l’état de droit au Venezuela.
