Minister of Justice, Member of the Central Election Commission (CEC) and former Head of Division of Social organisations and political parties in the Ministry of Justice. As a Member of the CEC, he was responsible for the violations of international electoral standards which have occurred in elections since 2007. With his positions in the Ministry of Justice and the control he exercises over the judiciary, he has taken an active part in the repression of civil society and of the democratic opposition, by refusing registration of NGOs and political parties, which in many cases has lead to their abolition.

In his former position as a member of the CEC college, he was responsible for its misconduct in the 2020 presidential electoral process, its non-compliance with basic international standards of fairness and transparency and its falsification of election results. The CEC and its college have, in particular, organised the dismissal of certain opposition candidates on spurious grounds and placed disproportionate restrictions on observers in polling stations. The CEC has also ensured that the election commissions under its supervision are composed in a biased manner. He remains active in the Lukashenka regime as head of the Legal Support Department of the Permanent Committee of the Union State of Belarus and Russia.

Dans ses anciennes fonctions de membre du collège de la CEC, il a été responsable des fautes commises par la CEC au cours du processus électoral présidentiel de 2020, de la non-conformité de ce processus avec les règles internationales élémentaires d’équité et de transparence et de la falsification par la CEC des résultats du scrutin. Організація та фінансування цього процесу регулюються в рамках нормативно-правових актів Союзної держави на 2022-2023 роки, зокрема: ● Постанова Вищої державної ради Союзної держави 28 квітня 2022 року № 1 «Про надання гуманітарної допомоги за рахунок бюджету Союзної держави»; ● Постанова Ради Міністрів Союзної держави № 2 від 16 вересня 2022 року. ● Постанова Вищої державної ради Союзної держави № 4 від 6 квітня 2023 року за підписом Голови Вищої Держради Союзної держави Олександра Лукашенка. Наприклад, Постановою Ради Міністрів Союзної держави від 16 вересня 2022 року № 20 "О мероприятиии Союзного государства по оказанию гуманитарной помощи населению, проживающему в пострадавших районах Донецкой Народной Республики и Луганской Народной Республики" передбачено, що заходи щодо фінансування переселення дітей будуть здійснюватися за рахунок коштів союзного бюджету, відповідальним за це є Постійний комітет Союзної держави. Заходи, вжиті згідно з вищезазначеним розпорядженням, передбачають, серед іншого, організацію транспортування понад тисячі дітей-сиріт та дітей з малозабезпечених та постраждалих сімей з території України до табору "Дубрава" Мінської області Республіки Білорусь. Таким чином, дії зазначеної фізичної особи створюють реальні та потенційні загрози національним інтересам, національній безпеці, суверенітету і територіальній цілісності України, порушують права і свободи людини і громадянина, інтереси суспільства та держави, призводять до перешкод для повноцінного здійснення громадянами України належних їм прав і свобод.

The measures taken in accordance with the above-mentioned order include, among other things, the organization of transportation of more than a thousand orphans and children from low-income and affected families from the territory of Ukraine to the Dubrava camp of the Minsk region of the Republic of Belarus. Thus, the actions of the specified natural person create real and potential threats to national interests, national security, sovereignty and territorial integrity of Ukraine, violate the rights and freedoms of a person and citizen, the interests of society and the state, lead to obstacles for the full exercise of rights and freedoms by citizens of Ukraine .

Лицо является членом структуры Союзного государства, следовательно, причастно к совершению военных преступлений, в частности к незаконному перемещению украинских детей-сирот на территорию Беларуси. Организация и финансирование этого процесса регулируются в рамках нормативно правовых актов Союзного государства на 2022-2023 годы, в частности: ● Постановление Высшего государственного совета Союзного государства 28 апреля 2022 г. № 1 «О предоставлении гуманитарной помощи за счет бюджета Союзного государства»; ● Постановление Совета Министров Союзного государства №2 от 16 сентября 2022 года. ● Постановление Высшего государственного совета Союзного государства № 4 от 6 апреля 2023 года за подписью Председателя Высшего Госсовета Союзного государства Александра Лукашенко. Например, Постановлением Совета Министров Союзного государства от 16 сентября 2022 г. № 20 "О мероприятии Союзного государства по оказанию гуманитарной помощи населению, проживающему в пострадавших районах Донецкой Народной Республики и Луганской Народной Республики" предусмотрено, что меры по финансированию переселения детей будут осуществляться по за счет средств союзного бюджета, ответственным за это Постоянный комитет Союзного государства. Меры, предпринятые согласно вышеуказанному распоряжению, предусматривают, среди прочего, организацию транспортировки более тысячи детей-сирот и детей из малообеспеченных и пострадавших семей с территории Украины в лагерь "Дубрава" Минской области Республики Беларусь. Таким образом, действия указанного физического лица создают реальные и потенциальные угрозы национальным интересам, национальной безопасности, суверенитету и территориальной целостности Украины, нарушают права и свободы человека и гражданина, интересы общества и государства, приводят к препятствиям для полноценного осуществления гражданами Украины надлежащих им прав и свобод.
