Le mouvement “Novorossiya”/“Nouvelle Russie” a été créé en novembre 2014 en Russie et est dirigé par Igor Strelkov/Girkin, officier russe (identifié comme membre de la direction centrale du renseignement de l'état‐major général des forces armées de la Fédération de Russie (GRU)). Selon ses objectifs déclarés, il s'emploie à fournir une assistance complète effective à “Novorossiya”, y compris en aidant les milices qui combattent dans l'est de l'Ukraine, soutenant par conséquent des politiques qui compromettent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine. Associé à une personne inscrite sur la liste au motif qu'elle compromet l'intégrité territoriale de l'Ukraine.
